Dena DeNooyer Stroh
General Counsel and Ethics Officer at North Texas Tollway Authority
Dena DeNooyer Stroh has more than 17 years of legal experience. She joined North Texas Tollway Authority in the position of General Counsel and Ethics Officer in March 2015. Ms. Stroh is responsible for open government issues (including Open Meetings Act and Public Information Act), policies and procedures, document retention, reviewing Board documents, and providing legal advice to the Board, Executive Director, and colleagues. Additionally, Ms. Stroh provides legal analysis related to contracts and contract negotiations, procurement, real estate, bankruptcy, information technology, data security, financing documents, legislation, intellectual property, collections, and employment law issues.
She previously served as General Counsel and Corporate Secretary of Murchison Oil and Gas, Inc. for three years and was responsible for all legal issues affecting the company including contracts, regulatory, land, structuring, corporate governance, human resources, compliance, insurance, and other matters. Prior to joining Murchison Oil and Gas, Inc., Ms. Stroh was a partner at Gruber Hurst Johansen Hail Shank, LLP, where she handled a wide range of commercial litigation matters and appeals. Ms. Stroh also worked at Carrington, Coleman, Sloman & Blumenthal, LLP, where she became a partner and handled complex civil litigation in both state and federal court.
Ms. Stroh is an attorney licensed in Texas and licensed to practice before each of the Texas federal district courts, the Fifth and Ninth Circuit Courts of Appeals, and the U.S. Supreme Court. A member of multiple national, state, and local bar associations, Ms. Stroh served as the President of the Dallas Association of Young Lawyers in 2009, during which time she created a public service announcement campaign to educate the Spanish-speaking community about fraud, created a Teen Leadership Academy, and documented the history of the organization from 1978 to 2009 in written and video form. She is a member of the 2011 class of Leadership Dallas; a member of Attorneys Serving the Community; and is currently President of Dallas Women Lawyers Association (DWLA).
Ms. Stroh completed her undergraduate degree at Yale University, where she earned a Bachelor of Arts in Psychology. Ms. Stroh then attended Southern Methodist University School of Law, during which she attended Oxford University for Comparative International Law and spent a visiting semester at The University of Texas School of Law. Ms. Stroh received her Juris Doctorate in 1999.
